thanks for all your help! now i can submit job as i want .
i use the following configuration on maui.

NODEACCESSPOLICY SINGLEUSER

NODEALLOCATIONPOLICY    PRIORITY
NODECFG[DEFAULT] PRIORITYF='-JOBCOUNT'

JOBNODEMATCHPOLICY      EXACTNODE
ENABLEMUITINODEJOBS     TRUE
ENABLEMULTIREQJOBS      TRUE

now i can submit serial job on diffrent nodes,and can use flag ' -l 
nodes=4:ppn=1 'to use 4 nodes every nodes use 1 cpu.previously,use this 
flag the job always run at only one node and use the whole 4 cpus.

now there is another problem, I have 2 queues named "mpool and spool", how 
can i use diffrent policy between them. for example ,i want spool to be the 
"SINGLEUSER","EXACTNODE" ,but mpool to be the "SHARED" ,"EXACTPROC". 
can maui be configured at the queue level?
