[Mauiusers] Fairness in Differenet Queues

Hi,

 We have a cluster with "three queues" and we are
using Maui + OpenPBS to manage it. We want to apply
fairness in each queue differently. For example in
queue1, user1 has %90 priority, but in queue2 and
queue3 its priority is %50. Is there a solution to
this problem?
